Within the framework of the CREWS Djibouti project, the “Manuel sur la gestion à base communautaire des inondations en République de Djibouti“ was prepared and published in July 2026. The objective of this document is to provide tools and ideas to reduce vulnerability and enhance the capacity and participation of local communities, raising awareness of flood risk assessment, planning, management, monitoring and early warning systems, while also integrating individual and community preparedness plans for emergency response.

In addition to an introduction, the manual comprises four chapters focusing respectively on: the context and principles of community-based flood management; multi-stakeholder approaches to flood management; community-based flood management activities, structured around the phases of preparedness, response and post-flood recovery, and illustrated primarily through practical experiences, mainly from the Republic of Djibouti; and conclusions and recommendations.
